Exfoliate: By removing dead skin cells you'll be able to generate new ones faster which will help to brighten dark areas.
How often? At least once a week, but no more than three times to avoid irritation.
Cover it: Use a tinted moisturizer or foundation shade that matches the darker tone to create eveness. Carry the color down onto your neck to avoid that line of demarcation that screams "yes, I'm wearing makeup". You know you've seen this a time or two if not more...don't be that girl lol!
If you exfoliate along with drinking plenty of water and wear SPF you should be able to eliminate the dark splotches. Then, go back to your standard base color.
